Mr. Elyor Rakhmanov boasts a distinguished career at the intersection of information technologies and public administration. He currently holds the position of Deputy General Director for Information Security at the Scientific and Information Center "New Technologies" under the Tax Committee of the Republic of Uzbekistan. In this capacity, he is responsible for overseeing the implementation and coordination of information security measures and managing the technological processes related to these measures within the tax service.
Before this role, Mr. Rakhmanov served as an IT Advisor to the Chairman of the Tax Committee from 2022 to 2024. During his tenure, he played a key role in the introduction and enhancement of software products and in the development of technical requirements tailored to the committee's business needs.
From 2016 to 2022, Mr. Rakhmanov worked as a Leading Inspector at the Service for Protection of Rights of Citizens in the Office of the President of Uzbekistan. His work focused on analyzing citizen appeals and formulating recommendations to improve legislation and law enforcement practices to better protect citizens' rights and freedoms.
Earlier in his career, he was the First Deputy Director of the “e-Government” System Development Center under the Ministry of Development of Information Technologies and Communications. He also served as a Leading Expert at the Chamber of Commerce and Industry of Uzbekistan from 2011 to 2012, where he concentrated on attracting modern technologies and foreign investments.
In academia, Mr. Rakhmanov was the Deputy Dean at the School of International Economics and Graduate Studies at the University of World Economy and Diplomacy (UWED) in Tashkent.
Mr. Rakhmanov holds a BS in International Economics from UWED (Tashkent, 2007) and an MSc in Engineering with a focus on Technology Management, Economics, and Policy (TEMEP), Global Information Technologies from Seoul National University (South Korea, 2010).
