Ms. Ellaha Shaheen is a Market Access Negotiator at the Permanent Mission of Afghanistan to the World Trade Organization (WTO). In this capacity, she facilitates communications between the WTO and relevant ministries and agenciesin Afghanistan on WTO related matters as well ashelps to develop technical capacities and enhance the knowledge of government officials to achieve Afghanistan’s accession to the WTO. Prior to her current position, she was the Director of the Export Promotion Agency at the Ministry of Industry and Commerce of Afghanistan. Previously,Ms. Shaheen worked at the Administrative Office of the President, the UNDP Afghanistan Office and the High Office of Oversight and Anti-corruption. She has also served as a short-term consultant at the Ministry of Foreign Affairs of Afghanistan, a program manager of a USAID-funded project at the Center for International Private Enterprise in Kabul, a researcher at the New York-based firm, Charney Research, and an adviser at the Afghanistan Permanent Mission to the UN. Ms. Shaheen is a Fulbright Scholar and holds an MA in International Relations from The New School in New York City (2008) and a BA in Journalism from Kabul University (2004). She has also completed numerous training programs in negotiations, communications, media, development and human rights.
