Nodira Mukhammadkulova

Ms. Nodira Mukhammadkulova is the National Program Officer leading the Inclusive and Sustainable Economic Development (ISED) portfolio for the Swiss cooperation program in Uzbekistan. With 20 years of experience in international development, she has worked with organizations such as UNDP, UNOPS, and JICA, contributing to projects that foster social, economic, environmental, and community development.
Nodira’s expertise spans innovative public administration, enhancing civic engagement, and preventing violent extremism. She specializes in developing startup ecosystems, promoting digital public services, and conducting research on migration, green energy transition, and the commercialization of scientific research. Previously, she served as the Head of the Center for Energy Geopolitics and managed a UN joint program focused on preventing violent extremism.
In addition to her development work, Nodira has lectured at the Tashkent State University of Law and the University of World Economy and Diplomacy. She holds an MA in World Economy and Geopolitics and a BA in International Economic Relations, both from the University of World Economy and Diplomacy, and has completed international courses on women empowerment and leadership.
