Mr. Parviz Baghirov is a Director of the National Erasmus+ Office in Azerbaijan (Education, Culture and Audiovisual Executive Agency of the European Commission), where his work is focused on the improvement of the educational system in Azerbaijan, mainly in higher education through compliance with Bologna Process standards and principles. He is also an independent consultant to the World Bank on the Competitive Innovation Fund for Higher Education and to the United Nations on E-learning (UN APC-ICT) where he has worked on many projects with universities and other stakeholders in the country and supervised numerous project activities that contributed to the development of the education system in Azerbaijan. Mr. Baghirov holds an MA in Digital Technologies, Communication and Education from University of Manchester in the UK (2013) and a BA in International Relations from Eastern Mediterranean University in Famagusta, Northern Cyprus (2004).
