Hamid Arsalan

Afghanistan

Mr. Hamid Arsalan is a Senior Expert on Fragility, Conflict and Violence at the World Bank Group. With two decades of experience in both the public and private sectors, his areas of expertise include economic development, media and civil society development, democratization, human rights, peacebuilding and security. From 2018-2021, Mr. Arsalan served in the Government of Afghanistan as a Senior Policy Advisor to the National Security Advisor to the President and then as a Deputy Minister of Interior Affairs for Strategic Communications. From 2011-2018, Mr. Arsalan worked as a Senior Program Officer for Middle East and North Africa at the National Endowment for Democracy (NED) in Washington, DC. Previously, he worked in Afghanistan as the Founding Executive Director of the Afghanistan Association for Culture and Civic Services in Herat and as a Program Officer at the Office of the United Nations High Commissioner for Refugees (UNHCR). He is also a Founding Partner and Chairman of the Board at Herat Pharma Co. Ltd. Mr. Arsalan holds an MA in Conflict Transformation/Resolution with concentrations in Diplomacy, International Development and Restorative Justice from Eastern Mennonite University Center for Justice and Peacebuilding in Harrisonburg, VA (2010); an MA in Public Policy and Leadership from the University of Virginia (UVA) in Charlottesville, VA (2010); and a BA in Foreign Affairs with a specialization in Near East and South Asia from UVA College of Arts & Sciences (2010).
