Shoaib Rahim

Afghanistan

Mr. Shoaib Rahim is a Mayor of Kabul, managing administrative and financial portfolios of the Kabul Municipality and leading all efforts pertaining to city revenues, investments and development. Previously he served as the Deputy Director of Budget and Finance at the Ministry of Defense of Afghanistan, responsible for management and oversight of its $1.5 billion USD annual budget, and prior to that served as the Senior Advisor to the Minister of Defense on administrative and financial systems development. Prior to joining the MOD in 2013, he was a consultant and analyst. Mr. Rahim is a Fulbright Scholar and Asia 21 Fellow at the Asia Society’s Asia 21 Young Leaders Initiative. Mr. Rahim holds an MA in Engineering Management from Duke University (2011) and a BS in Electronics Engineering from Multimedia University in Cyberjaya, Malaysia (2008). He also has co-authored an essay, “Global Youth: Why this Group is more Important than Ever?” in a book entitled, Millennials Speak. Essays on the 21st Century (2013).
